Title: Registering Motorcycle in CA that sat for 35 years

I just acquired a 69 Sandcast from a family relative who bought it new in 1969 and rode it for about 5 years and then let it sit for around 35 years. Its going to be a project but the good news is that it's complete.....bad news is everything needs to be redone.

Here's the question; The bike still have the original Black plate but hasn't been registered since 1975. I am sure that the owner did not file a certificate of non operation.....not even sure they had such a thing back then. When I get it running again I would like to register it in CA and most critically keep the "Black Plate". Does anyone know if I can do this without paying all the back registrations.....I would hate to have to haul this to AZ and register it at my home there, which I know will not be an issue, but I'd rather have it registered in CA.

Does anyone have any experience on something similar in CA??
